In all honesty, it was an old install, and I'm not even sure
how old, and I probably have messed with (read "broken it") it
a good deal. I couldn't find the old setup program or some
other obvious uninstall means, so I just deleted all of
c:\cygwin

That was a typo. I had intended to write "c:\cygwin\bin"
and "c:\cygwin\usr\bin". The latter of these directories does
not exist on my computer after install, but I'm pretty sure it
should.
