I too have been experiencing trouble with php. I got it working as follows:
when I first installed mod_php there was no 'mod_php4.dll' following
post-installion script execution. Furthermore ther were no additions to
httpd.conf to enable php processing.
I enabled php by:
1. reinstalled php but edited the post-install script during setup to
comment the final 'rm' command - this prevents dll deletion.

rebase_dlls="${libdir}/${module_dll} ${prefix}/bin/cygbz21.0.dll

${prefix}/bin/cygxml2-2.dll ${prefix}/bin/cygz.dll
${prefix}/bin/cyggdbm.dll"
cd ${libdir}/new
${prefix}/sbin/apxs -i -a -n ${module} ${module_dll}
#${prefix}/bin/rebase -d -b 0x68000000 -o 0x10000 ${rebase_dlls}
${prefix}/bin/rebase ${rebase_dlls}
#rm -f ${libdir}/new/${module_dll}
2. ran rebaseall - this solved the
D:\cygwin\bin\cygintl-1.dll to > same address as parent(0xCA0000) !=
0xCB0000
type issue.
3. finally I edited httpd.conf to add the following lines so that the
php dll was enabled with apache:
AddModule mod_php4.c
AddType application/x-httpd-php .php
LoadModule php4_module lib/apache/new/libphp4.dll
I hope this is of help to someone.
However, I do still get the [warn] Loaded DSO lib/apache/libphp4.dll uses
plain Apache 1.3 API, this module might crash under EAPI! (please recompile
it > with -DE > API) message - any help with this would be appreciated...
