Please do not send personal mail with Cygwin questions to Cygwin
developers or Cygwin list subscribers unless specifically asked to do so.
Please ask all Cygwin-related questions on the cygwin list. I have
redirected your message there, and set the Reply-To: field accordingly.
As for your question, it looks like you're trying to install a Linux
toolset under Cygwin. Cygwin is not Linux. Cygwin is a POSIX emulation
layer on top of Windows. It will not run Linux binaries (try LINE for
that).
If you're interested in the abstract question of how to login as
root-equivalent under Cygwin, <http://cygwin.com/cygwin-ug-net/ntsec.html>
might be of help.
