if just want the bare essentials (no unixlike environment) and you realy dont want it in the registry then you can refer to everything by /cygpath/${driveletter} (i use rsync on 2 servers this way. i just have them and cygwin1.dll in path. and use absolute paths to run it and specify its conf file and use absolute paths in the rsyncd.conf file) It takes some thinking about but its doable.
