Yes, I believe so, because I've not released the development shared
libraries; since I'm not distributing these particular binaries from the
package, we should be OK (I guess, IANAL.)

Anyway, the original rpm-4.1 tarball is in the Cygwin source package, so
if anyone else *really* wants them, they're available.
