I compiled rsync using a combination of buffered IO patched source from 
http://www.niradynamics.se/~nira_greger/rsync-HEAD-20020808-1120Z-bufferedIO.zip 
and a recent patch from Stefan Nehlson (http://www.mail-archive.com/rsync AT lists DOT samba DOT org/msg06792.html) 
which allows to "control unix permissions when uploading to a 
rsyncd-server by setting rsyncd.conf options". The result of 
the compilation can be downloaded from here:
http://www23.addr.com/~dmitry/Rsync-head-20020808-1120z-bufferedio_permission_mask_match.zip
which includes the executable file, as well as the patched source.
It is faster that the latest version of rsync from the official 
distribution, although still hangs sometime (as the official version
does for me). With this version, I was able to control cygwin 
permissions of the uploaded files on NTFS under win2k.
