Thank you for the quick response.  Indeed, there were two cygwin1.dll files on my system...and I didn't know it.

You have multiple copies of cygwin1.dll on your system. Either that or you
have not rebooted since upgrading the Cygwin package. If the latter reboot,
if not send along the output of `cygcheck -svr' an a *non-compressed*
plain-text attachment to the list.
