There was discussion some time back of basing a Debian port on Cygwin.
This never got much of anywhere, but conceptually seems to be the right
idea.

As any Debianista can tell you, it's not packaging tools, but policy,
which are the special sauce.  Connectiva's also treading this ground,
though using RPM rather than apt as their packaging system.
