Wine's DLLs are getting to be pretty compatible with Windows'
DLLs, and the ultimate test of that is to try actually
running them on a Windows system.  The way to do that is to
build them with MinGW.

To test what?  Cygwin?  Or Wine?  Or some other piece of software?
