3 reasons:
1) I've never used cvs. (not a good reason)
2) Building HEAD can introduce extra problems with updates since the -22
release.
3) If I did use a time-stamp, which timestamp would I use? I keep
hearing people say there's no way to sync to a specific version of
cygwin cvs.
