FWIW I just tested my patched inetd (no AllocConsole) on NT.
"net help" produces no output, but "net use" does. Weird,
but consistent.

I think it's related to Chris' console changes. Previously inetd 
on Win9x was not popping up a new window.

So AllocConsole was probably failing because
there was another console still lurking around, and similarly
for cygrunsrv, somehow.
