You must apply the "Windows Socket 2 Update" to use recent builds of
Cygwin on Windows 95.  Search for "W95ws2setup.exe" at the Microsoft site.

In particular, you need this patch if OpenSSH gives you this error:

  ssh: connect to host MyHost port 22: Operation not permitted
