John,
First off, make sure your /etc/passwd and /etc/group are up to date (see
<http://cygwin.com/cygwin-ug-net/ntsec.html#NTSEC-RELEASE1.3.20>).
Second, you might wish to attach the output of "cygcheck -svr", as per
<http://cygwin.com/bugs.html>.
