I found the problem in my code.  It had to do with some old code in which I
carelessly opened a file to read in the contents and didn't close the file
before I exited. This wasn't a show-stopper on UNIX but clearly was on
Windows. My apologies for the wild goose chase and thanks to those who
provided me feedback.
