setup.exe cannot replace DLLs that are currently loaded in memory.  Thus,
it schedules those files to be replaced on next reboot, and leaves the old
DLL in place.  The replace-on-reboot is a feature of Windows, and should
work on most versions.  I don't know why it wouldn't on your machine.
This is a moot point now, anyway.
