Cygwin does not have {user,group}add in it's net distribution. If you are on Windows NT/2000/XP you can use the `net' command, which is shipped with windows, which can add users/groups. On word though: In Windows you cannot have a user and group with the same name so you will have you play with /etc/passwd so you can have a user/group as mysql/mysql.
