See "net user help" and "net group help".  Windows 
handles user/group maintenance functions.

Yes indeed.  Sounds like a perfect fit.  If you have
apache installed, make sure you remove the rebase.exe
in that package and that you install the rebase utilities
package.  rebaseall from the utilities package should do the
trick.
