My reading of the cygpath documentation and
embedded help is that:

  cygpath -ml /cygdrive/c/docume~1

or:

  cygpath --mixed --long-name /cygdrive/c/docume~1

should output:

  c:/Documents and Settings

Of course:

  cygpath --mixed "$(cygpath --windows --long-name /cygdrive/c/docume~1)"

does yields the correct results. 

Isn't this a bug in 'cygpath'?
