In deed - notably because setting up Cygwin failed to work properly 
because of it..

base-passwd-1.1 isn't on my mirror yet - though it's usually a pretty 
quick one. I generated the passwd and group files manually and have a 
shiny new Cygwin installation now. All access rights seem to be OK.
