Subject: Is cygipc still needed for PostgreSQL 7.3.2

I noticed the cygutils page said that most of the packages were obsolete.
At this current moment, using the latest released cygwin, do I still need cygipc for postgres?

I am assuming I do and using the following as an install guide:
