cron version? What "Win32 process"? OS version?

Is it "occupying 100% of the CPU time" or not? What does the "Task 
Manager" say ([Ctrl]+[Shift]+[Esc])?

Why? "/usr/doc/Cygwin/cron.README" says: "cygrunsrv -I cron -p /usr/sbin/cron -a -D".
