Are you sure that you are using /usr/bin/rebase.exe (i.e., the official
version) and the not /usr/lib/apache/new/rebase.exe (i.e, the old one
provided by the apache maintainer without permission)?

Note that older rebase.exe versions corrupted pq.dll (and other stripped
DLLs).  BTW, this is one of my test cases since I am the rebase (and
PostgreSQL) maintainer.

I just reran rebaseall and PostgreSQL works fine.

Please make sure that you are using the official rebase.exe.
