No, as Chris said it does nothing.  In fact, it's hard to believe, but it's damn
near *impossible* to actually implement sync() on certain Windows platforms, in
particular the NT's up until and including Why2K.  Don't know about XP.
Security issues if the current acct isn't admin.

Hmmm... another good task for cygserver....
