I don't think that can be true with newlib. I'm sure that there are some embedded systems which don't define every function that is declared in the header. For example, a real quick check seems to indicate that the clock() function isn't provided everywhere. Peppering the headers with a plethora of system ifdefs to deal with this issue seems like a really bad idea to me. Breaking up the headers or adding a OS-specific "capability.h", or something similar, which defines __HAVE_CLOCK would probably be the best way to deal with this.
