Colin,

The page with the build instructions mentioned above also contains the cvs
checkout command to get the latest setup source.

FYI, I have also built setup-2.249.2.5 from the source package before,
using the following configure line:

/usr/src/setup-2.249.2.5/configure -C --enable-dependencies --disable-shared --host=i686-pc-mingw32 --build=i686-pc-cygwin 'CC=gcc-2 -mno-cygwin' 'CXX=g++-2 -mno-cygwin' 'CPPFLAGS=-I/usr/include/g++-3' --enable-maintainer-mode
