According to http://www.cygwin.com/ml/cygwin/2002-05/msg01222.html
you need to use the CVS version of libtool, rather than libtool-1.4.[23],
with which gettext 0.11.5 is shipped.
As a workaround, you can compile gettext without support for shared
libraries: configure --disable-shared --enable-static.
