And I can't help further, but I just compiled 1.1.15 with
--prefix=/usr --disable-dependency-tracking
make CFLAGS='-O2 -Wall' LDFLAGS=-s

I also commented:

#define TMPDIR_DFLT "/c/DOCUME~1/root/LOCALS~1/Temp"

and used #define TMPDIR_DFLT "/tmp"

Just to report I can't reproduce it with the new version.
Sounds like a problem with the Cygwin port ?
