Reza, As always, this kind of question is best answered by a visit to <http://cygwin.com/packages/>. Best results are obtained if you know the precise file name. In this case, it's "stty.exe" and the package is "sh-utils". Currently package versions 2.0-3 and 2.0.15-3 are available.
