are no more that comes with cygwin.. but there should be a less..

Hmm doesn't it look for cygipc-1.13-2.. in / now?? Try to do a 
cd /

| The file "tar.exe" is in my bin directory...why can't it see it?

tar.exe you have cd'd to some other subdir.
