Hello,

I cannot link my program that uses strerror_r() function, because it is not included libc.a. But the declaration of strerror_r is in string.h and also it is implemented in latest newlib 1.11.0 (but not in 1.10.0). But I don't know what version of newlib is included in Cygwin.
