Try:

CYGWIN=ntsec getfacl /cygdrive/c/WINDOWS/system32/wsock32.dll
CYGWIN=ntsec getfacl /cygdrive/c/WINDOWS/system32/ws2_32.dll

Who knows, it might help find the problem.
