Bingo.  That was it.  I managed to duplicate it with this hint.
Interesting problem.  It proves that I don't understand Windows
scheduling very well.

This should be fixed in the latest snapshot.  I'll make a new 1.3.17
release if I get a consensus that it really is fixed.
