Perhaps that's because "strace" isn't a Cygwin program:

% cygcheck strace
Found: D:\cygwin\bin\strace.exe
D:\cygwin\bin\strace.exe
   D:\WINNT\System32\msvcrt.dll
     D:\WINNT\System32\KERNEL32.dll
       D:\WINNT\System32\NTDLL.DLL


Cygcheck itself exhibits the same symptom (it also is not linked against 
libcygwin.a):

% cygcheck /bin/strace
/bin/strace - Cannot open

% cygcheck /bin/strace.exe
/bin/strace.exe - Cannot open
