Subject:	minor bug in rsync installation

There appears to be a bug in the setup hints / setup.ini for the package 
rsync.  It is dependent on the package libpopt0, but that is missing in 
the requires line.

The current requires line reads:
requires: cygwin

It should be:
requires: cygwin libpopt0
