Possibly.  There are several ways of creating your own local copy of the
cygwin packages/site.  wget is a good tool for general mirroring, but I
wouldn't really recommend mirroring the whole of cygwin unless you really
have a need for it (a complete mirror consumes over 1.5Gb of disk space
presently).  Perhaps it would be better to enhance the Setup tool to be a
little more robust in it's download processing.  Perhaps adding a re-try
option on an imcomplete package pull?  I haven't looked into the guts of
Setup for a while, but I'd bet that this might be doable with a minimum
hassle.
