Oops.  Typo in the subject.  You're running 1.3.14. ;-)

Duplicate Cygwin DLL alert!  Delete this DLL now and "convert" any software
that was using it to cygwin1.dll.  If you don't know how to do this, it's
probably better to just get rid of that software or ask the provider for 
an update.
