Include the path to the binaries (c:\cygwin\bin) in the systemwide
Windows PATH setting.

You should also use the 'Cygwin Bash Shell' shortcut in the
'Programs/Cygwin' group in the 'Start' menue to start a (bash propelled)
Cygwin shell.
