cygwin translates paths like /usr/local to c:\cygwin\usr\local and 
manages mount-points etc...
cygwin opffers a complete "virtual filesystem"

the cygwin-developers chose, to NOT convert //usr/local to 
c:\cygwin\usr\local

i would like to know why.
