Actually you can fetch it via the Cygwin mirrors, just click the 'Exp' radio button in setup.exe and look in the interpreter category (better look the partial package listing to see what all would be changed/updated if you install 'experimental' packages). There is also a source package of perl-5.8 at the mirrors which includes also some modules and my build scripts.
