I haven't seen this question asked for a long time :)

Here is how to install all Cygwin packages:

1) Go to the 'Select Packages' screen

2) There is a list of categories there, it starts with 'All'. Click on 
the text next to 'All' until it changes from 'Default' to 'Install'. It
may take some time until this text is refreshed so be patient - do not 
click multiple times :))
