It appears that I can workaround the problem by executing:

    $ aclocal
    $ autoconf

before doing the normal GNU build procedure:

    $ configure
    $ make
    $ make install

My WAG is that fetchmail's aclocal.m4 is built against a version of
gettext that has a bug in the "GNU gettext in libintl" check.  Can
anyone confirm or refute this hypothesis?
