Subject:	setup offers 1.3.12-2 => 1.3.10-1

Hi everyone

This morning I ran setup from ftp.mirrors.ac.uk and was offered to
upgrade cygwin from 1.3.12-2 to 1.3.10-1. I suspect that there is some
error I can't readily spot (except for 1.3.10-1 being the prev version)

and setup used was 2.259.2.4

Hope someone can make sense of it.
