Heh? This is something peculiar, because:

$ cd "/cygdrive/c/Program Files"

Eye AT morgul /cygdrive/c/Program Files
$ 
--

although
--
Eye AT morgul ~
$ cd /cygdr<tab>
--
doesn't do what one might expect (i.e. it does not seem to try 
to complete the line).
