It's already available via uname() and via /proc/version:

  $ uname -r
  1.3.13(0.55/3/2)
	 ^^^^
  $ cat /proc/version
  CYGWIN_NT-5.0 1.3.13(0.55/3/2) 2002-07-26 15:57
		       ^^^^
