first i moved the download directory up out of the install directory. so
right now it looks as follows:
d:
\cygwin
\ftp%3a%2f%2fplanetmirror.com%2fpub%2fsourceware%2fcygwin

when i try using a unix file delimiter i get an error to the effect of
d://ftp%3a%2f%2fplanetmirror.com%2fpub%2fsourceware%2fcygwin: no such file
or directory (sometimes this method hangs)
when i use dos style i get
d:\/ftp%3a%2f%2fplanetmirror.com%2fpub%2fsourceware%2fcygwin: no such file
or directory
either way it fails. the only other option i see in installing from the
internet is to redownload the entire thing again which i would really prefer
not to do if @ all possible.
