Huh? Setup allows two, and only two scenarios for 'local' installs
a) one or more setup.ini exists, and the directories are laid out as per
setup.ini
b) no setup.ini exists, and the packages can be anywhere.

If it doesn't work, then it's a bug. I'm not sure whether you are trying a)
or b).
