This is cygwin version 1.3.11 on both machines.  This is a new, clean 
install of cygwin on the XP Home machine with no additives whatsoever 
(except sshd, which is running fine).

I have not fooled around with cygserver at all.

Does anyone else have an XP Home box and successfully running Apache 2.0.*?
