the cygwin team solved the problem,
anyway the two mirrors I tried were

====> sunsite.cnlab-switch.ch
====> ftp.mirror.ac.uk

this morning  I retried the installation  and everything went smoothly

in the correct(current) setup.ini the cygwin section is :
