FWIW I can confirm the observation. Laptop, XP Pro, latest dll, take
laptop home and use cached domain and all processes take ages.

$ uname -a
CYGWIN_NT-5.1 RHIANNON 1.3.11(0.53/3/2) 2002-06-23 22:31 i686 unknown

Real time is 16s on anything requiring a fork() and works ok when we
don't spawn.

$time Nonsence   -> real=0.5s

In the system's application log I am getting the following. I'd normally
ignore it but it might be useful in debugging...

Automatic certificate enrollment for local system failed to contact the
active directory (0x8007054b). The specified domain either does not
exist or could not be contacted.
  Enrollment will not be performed.
