After running setup.exe and selecting all packages, I am finding the cygwin
package has not been installed and I am therefore missing the cygwin1.dll.
After perusing the package options on the ftp site I can't even locate the
cygwin package.  Is this package supposed to be installed by default?  And
is anyone aware of a reason why it would not be installed?

I have searched the packages installed on my machine and also done a global
search of the entire machine for cygwin1.dll - it's not there.

I am running Windows 2000, and have tried the setup process 3 times from
various mirror sites.  I have searched the archives for a similar problem
and have not located anything.
